NOTE: an update to the CONSTRUCT order - you will no longer be able

to issue this dispatch or commence construction of legion created

things (as shown in HELP EQUIPMENT) when the legion is in a location with

a central/city milestone. This is to reduce the spam that's been building

up places like Hellespont Square, which is ruining the game experience

for - in particular - younger folks who're not used to filtering out

non-essential text flow.
