good idea, Although restricting people from Comm stores would mean each

avalon city would be forced ot rely upon Pacifists to gather all their comms.

It has been proven in the past, that city's can perish even if they have good fighters, and since comm gathering and storage have been made an essentia l part of avalons cit y state system, Barring all 'Fighters' from these location s could be detrime

ntal to the survival of a city.

Definatley oworth some extra thought though, as I for one would support a system such as you have outlined.
