It has been brought to my attention that many legions have been created by
individuals who have set their command structure (hierarchy paradign) as
restricting guild captains or constable aides from taking control. If
you are in a position where you should have access to command-post/control
of a legion but are restricted by its hierarchy paradigm and the leader's
designated uber-commander is dormant (or seldom active) then you may
freely request its hierarchy get changed - by any deity - to a more
open model. Thus guild legions can be changed to allow guild captains,
and city legions changed to allow constables/aides to constables. Just
a matter of asking.
