Stop and consider the purpose of why troops must see in the the dawn of the month
twice for a location to be claimed. The purpose is so that those men can dominate
the natives, survey the land, and generally secure it. This requires them to
concentrate on that task in hand.
If they are interrupted in their orders and are made to assemble in long lines and
re-assemble, and march and switch allegiances and change battle configurations then
they are not doing the other task of securing the location.
I believe this feature of warfare has been in place for over a decade and has
frustrated careless troop marchers and indeed is well known!
