While I have not been present in the land for very long, I have been speaking to others who keep a close eye on these matters. I have been told by several sources that, unlike you, actually have a vested interest in paying attention to the state of herb growth in the land and therefore, also unlike you have a clue what they are talking about.
These better informed individuals seem confident that the problem is being caused by the greed of one of possibly two people. It IS possible however to maintain a stable picking limit of lestagii at five; I know this because I have previously worked hard to enforce that limit with much success. In those times individual abusers were punished both by me and also by the combined weight of cities, guilds and gods.
Generally speaking, those of us who actually use the lestagii ourselves rather than simply selling it or giving it away to a \"strangely close\" friend understand the importance of an agreed picking limit and will on the whole stick to it.
In the mean time, I trust you will enjoy your time idling in stockrooms and twisting the role of Animist from that of protector and healer into small times arms dealer. It is one they seem happy to adopt.
